The Babylonian Empire
The Babylonian Empire was born in 1792, when King Hammurabi took control. (Babylonia was basically the after life of the Akkadian Empire, because they fell to the Amorites). The settled city was near the edge of the Euphrates river. Babylon became very populated with about 200,000 people. It was so busy the food supply was running out and people were fighting in the streets. Because of this king Hammurabi needed to let people have the fair share of food, protection and rights. So he came up with the idea of the
Code of Laws - we wouldnt have laws without him - and this made the city even. Having the idea of the Code of Laws was very valuable, but other cities stole it.
Some Examples of Laws:

"If a citizen has stolen property of the temple or the crown, that man shall die and whoever recieves the stolen goods from his hands shall die."

"If a citizen steals a child of a citizen, he shall die."

"If he has destroyed the eye of a slave of a citizen, he shall pay half of his market value."
